For the third time in 18 months Lorain councilman Angel Arroyo was arrested, this time for OVI.

According to WEWS, audio from the arrest shows Arroyo becoming agitated at the officers and pulled rank as he demanded badge numbers and cards from each one.

Arroyo refused to take a field sobriety test and to submit a BAC at the city jail.

He was just arrested in January for domestic violence and resisting arrest.

A year before that he was arrested for public intoxication, disorderly conduct, and resisting arrest.

Since he has not been charged with a felony he cannot be kicked off the city’s council, however, he is reportedly not seeking re-election.
