Hamiltion County, TN Sheriff Jim Hammond hands out Special Deputy Commission Cards with full arrest and firearms powers to civilians, some of whom have no training and some who have questionable backgrounds. One such holder is a former city police officer who was fired after he had inappropriate actions with two juveniles.
