Kanawha County Sheriff Mike Rutherford on right
Retiring Kanawha County, WV Sheriff Mike Rutherford recently promoted 44 of his 101 deputies. He claims it is due to there not being any promotions in several years and people working in positions above their rank and pay grade without the compensation for it. He promoted 7 Lieutenants to the rank of Captain. Rutherford who leaves office in January is being replaced by his brother Johnny.
